School Site Council

Our School Site Council (SSC) develops MHES's Single Plan for Student Achievement (SPSA) and allocates our Federal Title I and LCFF funds (Local Control Funding Formula).  

Title I funding is a federal program in the U.S. that provides financial assistance to schools with high numbers or high percentages of students from low-income families. The goal is to ensure that all children, regardless of economic background, have access to a high-quality education and meet state academic standards. Schools receive Title I funds based on the number of low-income students enrolled, usually determined by the percentage of students who qualify for free or reduced-price lunch. The funding can be used for a variety of purposes, including additional teachers, educational materials, and programs to support academic achievement. Schools with more than 40% of students from low-income families may operate a school-wide program to benefit all students, while others may use the funds for targeted assistance to students in need.

LFCC stands for Local Control Funding Formula (LCFF), a California-specific public school funding model. It was implemented in 2013 to simplify how the state allocates money to school districts, with a focus on providing more resources to students who need additional support.  Under LCFF, funding is based on student demographics. It provides a base amount for all students, with additional funds allocated for English learners, low-income students, and foster youth. The goal of LCFF is to give districts more flexibility in using state funds while ensuring equity by directing more money to students who face greater challenges.

The council also sets and reviews school goals and identifies specific improvements, and establishes budgets to support these goals and actions in the SPSA.  The SSC also plays an important part in encouraging parent and community involvement by collaborating with advisory groups such as ELAC and PFC.
